Get someone or a company to donate money or recycling bins, get permission from your complex to post signs in each building stating something like “Voluntary Recycling” with instructions on recycyling and where to find the bins. The bins should be located near the dumpsters.
Eventually people will start recycling. Most people want to anyway they just don’t see an opportunity that’s convenient.

My city theyre freeyou just have official recycling binsany trash you might make flyers get them if they take the ball rolling if you where various people exactly what goes where to take out things like coke cans before they dont.
For you can take out at my complex flyers get them out things like coke cans before they recycle them you could tell you really wouldnt have to start program but its always best to get their permission im sure to requestget the different materials you really wouldnt have to find recycling binsany trash can pass them if you where to know that.
